The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) applauds the landmark concurrence of the House of Representatives with the Presidential amnesty proclamations granted to members of rebel groups by adopting House Concurrent Resolutions (HCR) 19, 20, 21, and 22.
This is a significant move towards national reconciliation and societal healing, The resolutions stand as a testament to the nation's commitment to peace-building and nation-building.
The decision to extend amnesty to rebel groups, including the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF), reflects a broader vision—one that prioritizes the healing of past wounds and looks towards a future where all citizens can contribute positively to the nation's progress. It is a courageous step towards fostering unity and dismantling the barriers that have divided communities for too long.
It is our ardent prayer for the remaining NPA rebels to give up the armed struggle, lay down their arms, stop all the senseless killings, and become active participants in nation-building.
The NTF ELCAC, through its multifaceted strategy, has endeavored to address not only the armed aspect of insurgency but also the socio-economic, political, and ideological factors that contribute to the perpetuation of conflicts. Its programs encompass various initiatives aimed at uplifting communities affected by insurgency, fostering development, and promoting inclusivity.
Supporting the amnesty initiative aligns with the NTF ELCAC's holistic approach to ending local armed conflicts. Recognizing the importance of reintegrating former rebels into society, it echoes the task force's core principle of addressing the underlying grievances and creating pathways for those once involved in armed struggle to peacefully reintegrate into mainstream society.
The NTF ELCAC remains dedicated to ensuring that reintegration programs are robust, encompassing education, skills training, and psychosocial support for former rebels. Lastly, we reiterate our call for all the members of the CPP-NPA-NDF to rejoin mainstream society as productive, peaceful, and law-abiding citizens.
