STATEMENT OF SUPPORT FOR THE ANTI-TERRORISM COUNCIL RESOLUTION NO. 41

JG July 13, 2023

NATIONAL TASK FORCE TO END LOCAL COMMUNIST ARMED CONFLICT

NTF-ELCAC SECRETARIAT

July 12, 2023

The recent designation of four individuals by the Anti-Terrorism Council (ATC) as leaders of the Cordillera Peoples Alliance (CPA) under ATC Resolution No. 41 is a crucial step in safeguarding national security and ensuring the safety of our communities. Windel Bolinget, Stephen Tauli, Jennifer Awingan-Taggaoa, and Sarah Abellon-Alikes have been identified as members of the Ilocos Cordillera Regional White Area Committee of the Communist Party of the Philippines-New People’s Army. Meanwhile, Jovencio Tangbawan and May Vargas-Casilao were also identified as the Commanding Officer of the Guerilla Front Committee in Northern Abra and a plenary member of the Southern Mindanao Regional Party Committee, respectively.

The ATC’s designation of the six individuals as terrorists involved a meticulous case build-up and legal process, including the involvement of the Regional Trial Court. This designation was not solely the prerogative of the Executive Department but was carried out in partnership with the judiciary.

The NTF-ELCAC acknowledges the vital role of the ATC in addressing and responding to potential threats to national security, ensuring that all appropriate measures are implemented to safeguard our society.

As we move forward, we encourage all sectors of society to support the efforts of the ATC in identifying and addressing threats to national security. Our collective commitment to safeguarding our communities and upholding the principles of justice and peace will contribute to a brighter and more secure future for all.

USEC. ERNESTO C. TORRES JR.

Executive Director

National Secretariat, NTF-ELCAC
