NTF ELCAC: Justice Served with the Conviction of Satur Ocampo, France Castro, et al

National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Executive Director, Undersecretary Ernesto Torres Jr., today expressed profound appreciation for the justice system following the landmark decision that found Satur Ocampo, ACT Teachers Partylist Rep. France L. Castro and others guilty of child abuse, sentencing them to several years of imprisonment.
In a decision promulgated on 15 July 2024, the Regional Trial Court, Branch 2 of Tagum City, Davao del Norte found Castro and Ocampo, among others, guilty beyond reasonable doubt of violation of Section 10(a), Article VI of Republic Act No. 7610 or the Special Protection of Children against Abuse, Exploitation and Discrimination Act and sentenced them to suffer the penalty of four (4) years, nine (9) months and eleven (11) days of prison correccional, as minimum, to six (6) years, eight (8) months and one (1) day of prison mayor, as maximum.
“Justice has been served. The wheels of justice may grind slowly but in the end, justice and truth will prevail. This is a victory of the indigenous people in Talaingod, Davao del Norte who has endured so much exploitation and abuse,” said Torres.
"We express gratitude to all whose steadfast commitment to ensuring justice for our indigenous brothers and sisters led to this verdict, which is a monumental victory for the indigenous peoples of Talaingod,” he added.
In the face of planned indignation rallies by supporters of Satur, et. al, Torres called on their camp to respect the rule of law and respect the judiciary. “Satur and Castro were given their day in court. They were assisted by a battalion of lawyers and their case was found wanting. They should accept the court’s decision because we are a nation of laws and not just of men,” he said.
Torres also commended the prosecutors and legal professionals of the NTF ELCAC who worked tirelessly to secure this outcome.
"Congratulations to everyone who played a role in achieving this significant decision. Your unwavering dedication and hard work have ensured that justice prevails and that the voices of the exploited are heard and protected. This triumph is not just for the indigenous communities but for our entire nation," he added.
Torres highlighted the importance of continued vigilance and support for the rights of indigenous peoples, assuring that NTF-ELCAC remains resolute in its mission to end local communist armed conflicts and foster peace and development in all communities.
Meanwhile, the NTF ELCAC Legal Cooperation Cluster also hailed the decision as a clear reminder to all that no one is above the law.
"This case sends a clear message to anyone who tries to corrupt our children, teaching them false ideas with the end goal of sowing discord and divide, that no one is above the law," the LCC led by Asst. Solicitor General Angelita Miranda, said in a separate statement.
"Castro and Ocampo maintain that what they did is a ‘rescue mission.’ Today’s verdict debunked their lie. Today’s verdict revealed the truth. Today’s verdict finally held them accountable," the group stressed.
"We laud the prosecutors of the Department of Justice for their zealousness in this case and stand with them in their unwavering commitment against child abuse, exploitation, and discrimination," it added.
In addition to the court's decision, Torres praised the collaborative efforts of various government agencies, non-governmental organizations, and community leaders who have been instrumental in advocating for the rights of indigenous peoples.
"This victory is a testament to the power of collective action and the unwavering commitment of those who stand against exploitation and injustice. We owe a debt of gratitude to everyone involved in this fight for justice," he said.
The case against Ocampo and Castro has been a focal point for NTF-ELCAC and other advocates for indigenous rights, symbolizing the broader campaign against the exploitation of vulnerable communities. The court ruling marks a significant milestone in the ongoing efforts to protect and uplift the lives of indigenous peoples across the Philippines.
