NTF-ELCAC HAILS ARREST OF NPA LEADER INVOLVED IN KEITH ABSALON'S KILLING

January 11, 2025 The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) lauded the recent arrest of alias “Onang,” a high-ranking member of the New People’s Army (NPA) and the region’s top most wanted criminal, by the Philippine National Police (PNP) in Bicol.

The apprehension was made possible through a joint operation in San Fernando, Masbate, marking a significant breakthrough in the nation’s fight against insurgency and criminality.

“The capture of ‘Onang’ is a clear message to all who seek to disrupt peace and commit heinous crimes under the guise of ideology. The long arm of the law will find you, and justice will prevail," said NTF-ELCAC Executive Director Undersecretary Ernesto Torres Jr.

Torres specifically highlighted the significance of holding “Onang” accountable for her alleged involvement in the tragic killing of footballer Keith Absalon and his cousin Nolven in 2021. The two were victims of a landmine explosion and gunfire perpetrated by NPA rebels in Masbate.

“Keith Absalon’s murder was a monstrous act that shocked the nation and underscored the ruthless tactics of the NPA. Today, we are one step closer to justice for Keith, Nolven, and their grieving families,” Torres stressed.

A warrant of arrest in connection with the Absalon murders was issued against "Onang" and 23 others, including Eddie Rosero, alias Star, who was killed in an encounter on August 19, 2023 in San Jacinto, Masbate. Rosero was the Secretary and Political Instructor of KLG North, SRC 4 of the CPP-NPA.

"Onang's" capture was carried out based on warrants of arrest issued by the Regional Trial Court (RTC) 5th Judicial Region, Branch Masbate City. She faces charges for multiple crimes, including violations of the International Humanitarian Law and Other Crimes Against Humanity (RA 9851), with Criminal Case Nos. 21293 and 21294 recommending bail of PHP 200,000.00 each. Additionally, she is charged with two counts of murder under Criminal Case Nos. 21295 and 21296, for which no bail was recommended, as well as one count of attempted murder under Criminal Case No. 21297, with bail set at PHP 120,000.00.

Usec Torres also commended the relentless efforts of the PNP and the Armed Forces of the Philippines (AFP) in making the arrest possible.

“This operation exemplifies the unwavering commitment of our security forces to end the cycle of violence perpetuated by communist terrorist groups. Their dedication to safeguarding our communities is commendable and deserving of the highest praise," the official further emphasized.

Torres reiterated NTF-ELCAC's resolve to dismantle communist terrorist groups and bring perpetrators of atrocities to justice.

“Every arrest of an NPA leader is not just a win for the rule of law—it is a victory for every Filipino who dreams of a peaceful, united, and progressive nation. To those who remain in the ranks of the NPA, the government’s hand of justice is firm, but so is its hand of reconciliation. Surrender, renounce your violent ways, and embrace the path of peace,” he added.

The arrest of “Onang” signals intensified efforts in neutralizing threats posed by communist insurgency in the Bicol region. NTF-ELCAC called on all sectors to remain vigilant and continue supporting the government’s whole-of-nation approach in addressing insurgency and ensuring the safety and security of every Filipino.

"Let this arrest remind everyone that no one is above the law, and the pursuit of justice will never waver," Torres concluded.
