NTF-ELCAC Ensures Completion of Barangay Development Projects

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) affirmed its commitment to working closely with Local Government Units (LGUs) to ensure the completion of all Barangay Development Program (BDP) projects.


NTF-ELCAC Executive Director and Undersecretary Ernesto C. Torres Jr. addressed concerns over delays in the 2024 projects funded under the Local Government Support Fund-Support to Barangay Development Program (LGSF-SBDP). He attributed the delays primarily to the timing of fund releases from the Department of Budget and Management (DBM) and the “due diligence” being conducted by implementing LGUs.


“Due diligence is being observed by the implementing LGUs, as the funds were only released in May 2024,” Torres explained. Despite these challenges, he assured the public that the projects will be completed as planned.


As of August 16, 2024, the SBDP includes 885 projects spread across 864 barangays. Of these, only six projects (0.68%) have commenced, while the remaining 879 projects (99.32%) are in various stages of procurement. Torres emphasized that the allocated funds for these projects remain valid until completion, ensuring that all planned initiatives will be realized.


Torres also highlighted the significant progress made under the SBDP despite current challenges. Since the program's inception, it has greatly improved infrastructure in conflict-affected areas. Over 1,100 kilometers of farm-to-market roads have been completed, enhancing access to essential services and markets for rural communities. Additionally, 655 classrooms have been constructed, and substantial developments have been made in rural electrification, water and sanitation systems, and health facilities.


He further noted that for projects initiated in previous years, the Task Force has achieved high completion rates. In 2021, 92.54% of the 2,320 initiated projects were completed, including numerous farm-to-market roads and water systems. The 2022 fiscal year saw an even higher completion rate of 98.66%, focusing heavily on infrastructure that directly benefits rural communities.


“These accomplishments underscore the SBDP’s critical role in fostering development in underserved areas and its importance in sustaining peace and improving the quality of life for many Filipinos,” Torres said.


Despite the current delays, Torres assured that the NTF-ELCAC is committed to expediting the remaining projects. He expressed confidence that the tangible benefits already observed from the program will continue to manifest as the remaining projects reach completion.
